Every commercial dive begins with the same question: how do we get breathing gas to the diver, safely, for the whole task? The answer shapes the depth you can reach, how long you can stay, how the diver communicates, how an emergency is managed, and whether the operation is even legal under the code that governs it. Choose the wrong method and you have a safety and compliance failure before the diver enters the water.
Professional work uses one of two breathing methods: surface supplied diving, where gas is fed from the surface through an umbilical, and self-contained underwater breathing apparatus (SCUBA), where the diver carries their own gas. Both have a place, but they are not interchangeable, and in much of the commercial world the choice is made for you by regulation rather than by judgement on the day.
What is surface supplied diving?
In surface supplied diving, breathing gas is delivered continuously from the surface through a flexible umbilical, a bundle combining the gas line, a communication cable, a pneumofathometer (“pneumo”) hose for measuring depth, and a strength member for tending and recovery. Many systems also carry hot water for a heated suit and power for lights or a camera. Gas comes from surface compressors or stored banks and quads, giving an effectively unlimited supply for the planned dive. The diver wears a helmet or full-face mask with a demand regulator and non-return valve, and carries a separate emergency gas supply, or bailout. The result is a method built around continuous monitoring: the surface team can talk to the diver, track depth and gas, and act immediately if something goes wrong.
What is SCUBA in a commercial context?
With SCUBA, the diver carries their own gas in cylinders and breathes through a regulator, with no gas connection to the surface. Its strengths are real: quick to mobilise, less surface infrastructure, and freedom of movement without an umbilical. But those strengths are also its limits. The diver has only the gas they carry, so dive times are short with little margin if a task overruns; communication is harder without a hard-wire link; the surface team cannot monitor as closely; and there is no tether for a controlled recovery. A properly configured commercial SCUBA setup therefore uses a full-face mask and a bailout cylinder as a minimum, not the open-circuit recreational rig. Even so, these inherent constraints are why the industry leans heavily towards surface supply.

What the regulations actually say
In the UK, all diving at work is governed by the Diving at Work Regulations 1997, supported by a set of Approved Codes of Practice (ACOPs) issued by the Health and Safety Executive (HSE) for different kinds of diving project. Two matter most here: L103 for commercial diving projects offshore, and L104 for commercial diving projects inland and inshore. The current editions of these codes came into force in December 2014. Alongside the UK regime, the International Marine Contractors Association (IMCA) publishes the international codes of practice that the offshore industry works to worldwide.
Offshore: surface supply is the standard, SCUBA is not
Offshore, the position is clear. IMCA’s International Code of Practice for Offshore Diving (IMCA D014) states that SCUBA has inherent limitations, such as a limited gas supply, and should not be used where surface supplied equipment can be used. IMCA’s supporting guidance, Limitations in the Use of SCUBA Offshore (IMCA D033), reinforces that there are effectively no circumstances where SCUBA is suitable under that code, and notes it is specifically banned offshore under some national regulations. In practice, surface supply is the standard method offshore and SCUBA is treated as unsuitable.
Inshore and inland: SCUBA is permitted, within limits
Closer to shore the picture still favours surface supply. L104 states that surface supplied diving is the preferred method under the code, being the safest for the vast majority of operations it covers (paragraph 42). It recognises SCUBA as legitimate but restricts it: SCUBA may be acceptable for simple tasks such as visual inspection in clear water, where there is no risk of entrapment and the management of an emergency has been considered (paragraph 79).
The code also sets minimum team sizes: five for surface supply (supervisor, working diver, standby diver, and a tender for each diver; paragraph 78) and four for SCUBA (no tender for the standby diver; paragraph 79). In benign conditions in a pool or tank, where the diver is in full view with no entrapment risk, the standby diver may be dropped and the team reduced to three (paragraph 80). For air and oxy-nitrogen diving, L104 sets a maximum depth of 50 metres and a recommended maximum oxygen partial pressure of 1.4 bar (paragraph 45). “Permitted” is not “unrestricted”: the method must be justified by risk assessment, and surface supply remains the default wherever depth, task or conditions demand it.
Choosing the right method for your operation
Once compliance is satisfied, the practical choice comes down to four questions. How deep and how long is the work? Surface supply wins as soon as depth or duration grows. What does the task involve? Tooling, welding, inspection and construction favour its stable gas supply, communication and tethering. What is the environment? Cold, current, contamination or zero visibility all push the same way. And what does the governing code require, which offshore usually answers for you. SCUBA earns its place at the other end: short, shallow, mobile inshore or inland tasks where surface supply is impractical and the risk assessment supports it. For most professional work, surface supply is the safer, more capable default and SCUBA is the considered exception.
